Also in the gas industry introduced information-measuring system of gas distribution point. The system provides data acquisition from geographically distributed points on the following parameters: the gas pressure high or medium pressure at the inlet pipe, flow, pressure and temperature of the gas dispensed to consumers, gassed object, control and emergency operation of unauthorized access to the facility. Based on the results in the thesis organized serial production of a new generation of cabinet distribution points at Novomoskovsk factory of «Elektrotsentrmontazh.» Developed and implemented information-measuring system crane nodes, implemented with regard to the crane in service nodes of the Moscow ring pipeline branch of «Gazpromregiongaz.» Implementation of information-measuring system crane nodes allowed to increase security of supply by the operation status control valve stations, which had previously been tested through periodic inspections and removal of process parameters staff in manual mode. The validity of the use of GSMcommunication due to the distribution valve stations over a large territory and the absence of any other means of communication. In addition, the task was complicated by the fact that most of the valve stations of the Moscow ring gas pipeline network has no power. This required the development of intelligent information-measuring unit with a small power supply and solar powered.

Integration of information and production technology has reached such a level that it is often impossible to understand where one ends and another begins. In many organizations, the scale and pace of investment growth in the IT consistently higher than investments in all other spheres of life, with the result that not infrequently the IT assets of organizations are beginning to dominate the productive assets. This scale and dynamics of development of information technologies requires proper organization of management. Process development, adoption and implementation of administrative decisions in the field of information technology have a certain specificity, due to a high degree of virtual object management, multi-stakeholder in the implementation of administrative procedures, which are used at the same time their professional languages. As a result of management decisions produced in this industry are highly subject variability, uncertainty and unforeseeable consequences. This article discusses the features of IT in modern conditions, and proposes an approach to the assessment of the level of organization and management processes in the context of the latest achievements of economic science in organizational management.

This article presents the results of research evaluating the positions of the Moscow State University and the Saint Petersburg State University in the world university rankings by 2020, which is based on the use of the neural network methods of clustering. The relevance of the chosen research topic due to implementation of the May 7th, 2012 Presidential Decree N 599 which requires that 5 Russian universities were join the world’s leading 100 by 2020. The method of clustering based on the selforganizing Kohonen maps allowed to obtain the following results. The development program of the SPbSU from the point of view of getting into the top 100 world universities has an insufficient value of performance indicators and does not include a number of indicators that affect moving up in the international rankings. The program of the MSU gives some chances to get into the top 100 but it is necessary to fulfil additional recommendations, developed on the base of clustering model, which can improve the performance of MSU. In particular MSU recommended to increase indicator Res income / Acad staff by 50 thousand USD relative to targets, specified in the development program.

The article is devoted to one of the problems associated with finding reliable information using authoritative sources on the Internet — the SPSU Business Informatics’ students are training to solve similar. The examples show that the effective solution of this problem requires the using of different scientometric services: both the domestic eLIBRARY. RU and its Russian Science Citation Index, and the Google Scholar as an alternative. At the time the work was sent to the Journal of Applied Informatics the comparison was not in favor of the domestic resource. However, due to the RSCI project within a short period the eLibrary’s tools for building database of scientific publications have grown significantly and the opportunities to improve the quality of scientometric information become real — see Yurkov A. V. APPLIED SCIENTOMETRICS: eLIBRARY. RU vs GOOGLE // Vestnik RUDN, ser. «Informatizacija obrazovanija». 2015. No. 2 (in Russian).

Article uses XML-processing documents in situationally-oriented databases based on dynamic DOM-objects for the task of generating personalized documents. The paper proposes a dynamic model SOBD providing specifications and new elements to create a finished electronic documents based on the Office Open XML blanks prepared by means of word processors. In the states of the dynamic model blanks are generated using information from XML documents SOBD server web application. The model in this paper allows the specification of routine operations to generate documents at a higher level of abstraction, using the syntax model SOBD. The article shows the graphical equivalents, and text tools introduced in the dynamic model and interpreted using the interpreter embedded dynamic models for solving the problem of generation of documents. Interpreter embedded dynamic models works with documents Office Open XML, using the technology of dynamic DOM-objects, while the resulting documents have ways of representing docx and vdx. The work looks at ways to specification of sources and processing XML-based data dynamic DOM-objects bound to the states of the dynamic model. Proposed to implement the model on the platform PHP using blanks docx and vdx.

Although, both malware and security software already exists for several decades, there are still no correct definitions for «malware» and «anti-virus». Sometimes existing standards and regulators’ documents show completely opposite approach to terminology in this field. A fundamental difference between «anti-virus» and «anti-virus protection system» has not been defined — as a result, the anti-virus is assigned functions which this subsystem cannot perform even theoretically. Lack of proper terminology makes it impossible to work out the requirements to the anti-virus protection system in whole as well as its components — current standards contain points, which at least do not raise the level of security, but increase expanses of companies and organizations. As a result, statistics shows that about 19 of 20 companies do not know anything either about the role of the anti-virus in security system or the requirements that must be met by products which are supposed to use — when drawing up requirements for the anti-virus subsystem, IT specialists rely on set myths (e.g., claiming that all malware is created by anti-virus authors). This paper attempts to develop requirements for the anti-virus protection system and directly to the anti-virus as a part of the anti-virus protection system. The proposed requirements will allow companies and home users to implement a reliable protection against the latest threats.

We consider the method of conditional optimization of solving of multi-objective task about appointments on the assumption that the number of candidates is equal or more than the number of vacant positions. Whereas eligibility assessments of task is unclear and is based on the judgment of experts we must use elements of fuzzy sets theory and the fuzzy mathematical programming. In our problem the optimization with interval parameter is supposed the solving of two tasks of mathematical programming with upper and lower value boundaries. In both tasks, as the objective functions are used the total score penalty for non-compliance of subjects (candidates) and objects (appointments) for each criterion. The meet of two solving is general solving of optimization problem. In this paper we use interval analysis and interval discrete optimization with Boolean variables, which determine appointment matrix. The Hungarian Method for the assignment problem was used for solving of optimization problems. An appointment matrix must provide the minimum of value of difference between requirements to candidates for appointments and requirements to appointments. It should be noted that it is not always the intersection of the sets of solutions to both problems, and then the task has no decision. In this case the problem should be solved on the basis of indistinct intervals, but the solving will be received in the form of an indistinct appointment matrix. The results of solving of optimization problems are compared with results, which are received on base of fuzzy binary relations ( (max-min) — composition and (max-prod) — composition). This comparison is necessary for more reliable conclusions about the selection of candidates

The analysis of social engineering systems allowed to build fuzzy cognitive model of assessment of its man-made elements to arrive at an informed judgment about the need for control actions to bring the State of the social subsystem to the specified level. The set of control actions is implemented through the use of institutional mechanisms, motivation and information management. You must ensure that the level of motivation is not greater than the optimum value, and the intensity of institutional measures was below critical. To calculate the value of concepts at the lower levels of the hierarchy model can be used as an additive vector measure up, because in this case, the values of some concepts can be offset by other values. For the top level of appropriate application of convolution, because the multiplicative if at least one of the concepts of {«level of motivation “; «Psychophysical capabilities; «Competence»} «variable linguistic factor» is set to «Low», then the integral evaluation of the level of effectiveness of the man-made element should be taken as equal to «Low». Evaluation of the concept of “ Level motivation» may correspond to the values of the negative term-many of the linguistic variable. Assessment of the status of the subject in this case will also take «negative » values. Content that can be interpreted as the potential destructive impact of man-made element on the system-«insider threat».

Study of processes and systems

Develop and implement programs of industrial production is a step by step procedure perform one or more processes. Demand program is executed on the basis of both the actual statistical data and simulation results. Modeling is necessary due to the fact that not all the parameters of governmental processes are known with a satisfactory level of significance. It uses various methods of modeling. Most process design engineers are not able to create a mathematical model for the process analysis. In such cases, combined models are used: a simulation model of discrete control systems engineers is used, and the physical, chemical and other create products processes are represented by analytical mathematical model. Both are components of a complex model, and performed in the same virtual time. As a result of simulation obtained all the missing process parameters are measured their confidence intervals. Next, engineers must choose the optimization method for the production program created, and can two opposite situation. First: the response surface obtained in the simulation can be approximated with reasonable certainty by means of linear or nonlinear mathematical form. Then, it is theoretically possible to use linear programming, nonlinear programming and gradient methods. Second: the response surface did not found in the simulation. However, there are simulation results that can be used to produce versions of the program. In this case remains one method available: dynamic programming. This article describes the combined using of simulation and dynamic programming to optimize production programs.
