The approach to the design of proactive informa¬tion services systems based on the system-oriented and process-oriented approaches application is ex¬amined. Comparison of these approaches is con¬ducted, and the method, that unites merits of these approaches, is presented. The tasks and methods of implementation stages of the procedure suggested are briefly described.

Training IT specialists

The Scientific and Educational Center is re¬sponsible for realization of the program of theoreti¬cal, methodological and technological retraining of teachers in higher, secondary and primary schools in the area of information technology in professional activities. As a part of the implementation of priority activities the Centre is developing educational pro¬grams to improve the teaching staff using e-learning technologies.

The article is dedicated to 40th Anniversary of Computational Mathematics and Cybernetics Fac¬ulty of the Lomonosov Moscow State University. The main directions and results of fundamental educa¬tional activities of the faculty are highlighted. The fac¬ulty departments' work in «Applied Mathematics and Computer Science» and «lnformation Technology» disciplines of higher education is considered.

In Russia the requirements set forth by next gen¬eration educational standards demand for university graduators' compenencies in data processing and econometric investigations. Information infrastruc¬ture needed for innovative educational courses is being composed at Lomonosov Moscow State Uni¬versity under «University Information System RUS-SIA» project. The system includes a large set of da¬tabases that support object-oriented resources and provide effective tools for performance analysis.

The article is devoted to the memory of outstanding Russian scientist Anatoly Denisov (1934-2010). Denisov made a considerable contribution to the development of systems theory and systems analysis, information theory and applied computer science. The theory of the information field and information approach developed by Denisov provides a unified management processes description in economy, politics, science, and education. He elaborated the concept of a system macroeconomic modeling and contributed to the development of a new information analysis trend with respect to physical systems and, in particular, gravity systems.

The article presents the mathematical formulation and the results of computer solutions of the optimization problem of kinematic parameters of four-link articulated mechanism reproducing a given trajectory of the executive management with a given error.
